BALAGAN means "productive chaos" in Hebrew. For his first cinema documentary, one of Germany's most famous documentary filmmakers, Andres Veiel, uses an action theatre in Israel in the 1990s to reflect on a society full of contradictions. In the Israeli port city of Akko, a play about the Holocaust is performed at the local theatre centre in the style of action theatre. The actors are descendants of Holocaust survivors, but also Palestinians. By showing the performance but also sketching the personal backgrounds and family stories of his protagonists, Andres Veiel documents the simultaneity of different realities in Israel in the 1990s.
